The governments of the countries of North and Central America called for a regional conference on migration in order to discuss and exchange points of view on migration and its particularities. Said meeting took place in the city of Puebla, Mexico on March 13 and 14, 1996, under the auspices of the Mexican government. Since that ocasion, non-governmental organizations involved in the issue of international migration began a series of parallel meetings and annually presented their concerns to the Viceministers of the Regional Conference on Migration (RCM).
The dynamic participation of the NGOs, has led them to establish a regional coalition that maintains a permanent dialogue with the RCM. The latter, in turn, maintains its governmental character. In the Virtual Secretariat of the RCM, one may find the results of the seminars that have taken place. The NGOs participated in most of them. Thus, an international forum was created in the North and Central American region that has no precedent in its characteristics, particularly that of dialogue with the NGOs.
This section presents the resolutions introduced by the NGOs in the annual Viceministerial gatherings of the RCM. Besides following the official discussions emanating from the Puebla process, here you may also know the position of the non-governmental organizations. Their views represent the perspective that results from working directly with migrant populations and therefore point to some concerns and observations on official policies and actions.
